How Do I Contact Someone In Charge

I currently have two phones on a family plan.  I have AT&T World Connect on the main line but need to submit my drivers lic # to get it added to the second line.  Where is the Adult Supervision needed in international call support?  You trust me on one line but not the second one?  Even threating to go back to Verizon does not help, which is not an idle threat.  Intellegent life please respond.
