Yes, it can. I was looking through the help documents and found out that At&t uses cell towers in addition to GPS to locate phones.

Yes, it can be tracked, however the accuracy will be so bad, that about all you will know, is if the phone is within about a 2 mile circular area. You really need GPS to have any good accuracy.
