Not sure.  The 911 should work even when off the native GoPhone coverage but still in a GSM area.  Also 911 calls should even work if there is no account balance.  911 will work even when there is no SIM card in the phone.

*EXACTLY*. It is mandated by the FCC and similar authorities in most countries that *ANY* phone on the network authentication status *REGARDLESS* *MUST* be able to call the emergency number which would be 911 in North America and 112 in Europe/Asia.

 

The service provider MUST take and route the call to the correct emergency management center no matter what regardless of anything.
