I can't receive MMS messages on my Pantech Pursuit II.
My parents also blocked me from using the internet.
Does that have anything to do with MMS?
I have unlimited text messaging.
Yes a data block will prevent the sending and recieving of MMS messages, the data transport is use to send the picture
, no way around that.

If your experience is like mine was in October and November of 2011, if your parents unlock data you will be charged the minimum data charge of $2 for an MMS text regardless of the fact that you or your family are signed up for so-called 'Unlimited' texting at a set fee per month.
So be careful about telling your parents that it will not cost them any extra money if they turn on data and you stick to using MMS texting, because it will. That was my experience and a protest to AT&T Billing support did not lead to an agreement to refund the data charges.
