Cannot unlock iPhone 6

I would like to seek for help to unlock my iPhone 6.

I was misled by San Francisco Powell branch sales rep to purchase iphone6 which he promised can be unlocked after 2 months. 
(I told the sales rep that I’ll be only in states for 6 weeks, and he is well aware of my short term stay as I signed up the prepaid card using my international passport)

However, when I request phone unlock online, it was rejected and mentioned need to subscribe for 6mths.
