AT&T Numbersync not working/ No verification code

What does the following mean,  "You must complete the device validation and the contact number must age 30 days before phone number is eligible to receive the verification code"? I am trying to do a numbersync for my galaxy watch and it keeps asking me for my wireless number, I input it and then it asks for a verification code, but I never recieve it. How do I do the AT&T numbersync?
