We do understand how important CC(Closed Captioning) is to the hearing impaired community, when it comes to television viewing. Since you have done the prescribed troubleshooting, we have some information, that we can give you so your voice is heard.
There are many causes why closed captioning doesn't work on all channels.
Press the Guide and go to a particular program or move. Does the description have "CC" in the text or icon?
If yes, then make sure that your closed captioning is turned on, if it is, then turn it off, exit out of the menu and turn it back on again.
If not, the program or movie does not have the closed captioning option available.
If the show or movie is in SD, then the closed captioning is handled by the TV. Use your TV remote(the one that came with your television set), and you should see a "CC" button in it. Press there and choose "CC1 or CC2"
In any event, these options do not work, you are not without hope. You can make your concern heard, by using the following contact methods:

Thank you for reaching back out to us. We understand that you are trying Channel 10(PBS).
Channel 10 is broadcasted in HD so the CC is handled by the cable box.
Let's try this. First turn off the CC on both the TV Menu and the DIRECTV menu. Now only turn on the Closed Captioning on the cable-box only.
