Increase to 0SD/4HD

Currently my profile is set to 1SD/3HD.  How can I tell if I can increase to 0SD/4HD?

WAN and Ingress should both be 0SD/4HD.

Only in markets where U-verse has released the 0 SD/4 HD Ingress Profile.  The only markets where I have seen it reported are the Dallas market and the Austin market.
