Uverse employees a Whole House DVR. You have ONE DVR which is hardwired to your gateway. All other receivers are referred to as Set Top Boxes (STBs) and can be wireless. All programs are recorded to the (1) DVR which then shares it with the other STBs.

my DVR is not recording and i need to know what plug to remove and then plug back in to reboot

Pull the plug from the back of the DVR. Wait 20 secs. and return plug. See if this reboot fixes your issues.
