I'm hearing different thoughts on this ...Is the recordings actually stored on a the ATT Harddrive? If not, where are they stored and why can't customers get previous recordings if the DVR crashes?

Recordings are kept on the hard drive, Settings are kept on a server. That's why your recordings are lost when you get a new DVR but your (recording) schedule is not.
