I had the same question before and when I called at&t and I was told the account needs to be active for 30days and then a days for it to be processed and sent out. They also told me to call rewards center 800-288-9983 for follow up. Hope this helps.
Have you redeemed your rewards yet?
Cards not sent till both redemption and activation time has passed (normally 30 days from install, the $180 ETF applies).
