Uverse Not Available?

My sister lives in an apartment complex. She has Uverse in her current building, she's moving down the street to a two bed room and the CSR's and AT&T's website are saying that the new uint can't get TV, and internet is limited to 12MBPS.

 

Does it make sense why one building would be eligible and the other would not?

One is farther from the VRAD, and can only get IPDSLAM U-verse

Does AT&T routinely install additional VRAD's so that they can provide greater coverage? Or am I stuck with the comparatively astronomical costs of Time Warner?

For a while, AT&T was not building new VRAD's. I think the only option might be pair bonding, which increases the length, but I'm not sure...they may be increasing VRADs in areas where they already have them, but not building into new communities?
