For the last couple of months I've been getting terrible performance from youtube and only youtube. Videos would load considerably slower than usual and buffering would take an eternity. I couldn't watch a video even at a 360p quality setting without buffering and I have a 6mbps connection. 720p videos used to load very fast and I never had to worry about buffering or preloading my videos at all. I used the Netlimiter program to monitor m download speeds through the browser (The program wasn't interfering or throttling my connection) and the download speed was horrendous. Typically slower than 1.5mbps. However if I go to another video streaming website like Dailymotion, HD 720p videos load perfectly fine and at full speeds.
When I tried Chrome versus my typical Firefox 4 browser the symptoms were the same. Untill I started using that built in DivX HiQ web player that replaced the youtube player for it's own claiming the video playback would be higher quality. The audio may have sounded better, but suddenly my videos would load perfectly fine. And I was watching 720p videos without a problem again. Now recently the HiQ player refuses to work anymore. Says it cannot download the video and that I should check my connection. Obviously I wouldn't be able to get to the page without a connection in the first place. I uninstalled it and tried to reinstall it to find that it is no longer possible to install the HiQ feature as DivX has stopped supporting it for months now.
Now I'm back to my typical terrible performance. I've tried every possible solution there is, I've cleared my cache and cookies. I've reset my broadband connection from my modem. I've called a technician over from AT&T to check my connection and setup and even replaced my modem a second time and nothing worked.
I've been looking at my trace routes from my network to youtube and other popular websites and the connection times out on the first hop after my modem every time. And likely will time out again several times after that. Here are my results that I just took.

I'm in Central MS and use AT&T for my home network. I stand up a VPN with null encryption going to a box at work in West MS, which also uses AT&T but is obviously not a residential contract. The box at the far end is configured to proxy. The problem continues -- again, only impacting download performance for YouTube and NetFlix. I cycle the VPN to use encryption and the problem stops entirely. I've since done the same with VPN endpoints in VA and Northern IL and gotten the same results.
Without the VPN, or with the VPN but without encrypting, I get less than 1Mbit rate for the first connection attempt and stalled connections for all subsequent attempts. Reboots for local box and DSL router, clearing of cache/leases/cookies, etc, do not help.
Hiding the nature and content of the requested destination from geographically local AT&T management immediately fixes the issue, without fail, repeatedly, over the last several weeks.
