Why Won't AT&T Change My IP Address? Giving Me The Run Around

I'm sooo livid i been on the phone talking to several different reps & sups to get my ip switched to a static IP one & all i keep getting is the run around. UPSET beyond my control can anyone help me with this!!! My IP is linked to a person named Heather & Im not a Heather. anyone that could help it would be greatly appreciated please!

The account IP is associated with the RG, need to replace RG to change IP.

If this is a purchased RG such as 510, 3600 or 5031 will need to purchase another ($100).
If leased should be able to request new RG, swap and return current by UPS storefront.

If desire static IP addresses, may purchase a block of 8, 5 are usable for $15 per month in addition to normal charges.
