I have 3 web sites hosted by site11.com. I can access all three from other Internet connections but my U-verse connection at home always times out. Is there some reason that U-verse blocks this set of URL's?
Here is one example that will not load from my U-verse connection:

It could be an intentional block, or it could be a routing issue.
Intentional blocks usually happen due to an abuse complaint. Once an address is blocked, it'll stay that way until the address owner does something to get it unblocked.
A routing issue can happen for all sorts of reasons.
I would suggest that you click this U-verse Customer Service link to send a Private Message (PM) to the AT&T customer service team to help you resolve your issue. You can expect a reply via return PM (the blue envelope
in the upper right hand corner of this site) in a business day or three.
This is a group of U-verse service specialists who are knowledgeable about U-verse and will stay with your problem until the end (instead of forgetting about it when the phone hits the cradle). Please provide the details of the DNS addresses of the site you're trying to reach. I'd also include a TRACEROUTE from your home (where it doesn't work) and from somewhere where it does.

Found the following on another site not ATT but Rogers http://www.digitalhome.ca/forum/showthread.php?t=63495
likely the problem is because the 99.* addresses used to be listed as unavailable by ARIN/IANA, so a lot of people block them, since no legitimate traffic should come from those addresses. Now that they are being allocated, companies need to unblock them in their firewall/router configs.
Do you have a 99 ip address? If so not ATT but site your visiting needs to allow access to 99 ip.
