U-Verse Upgrade Calls 10+ Times per day

For the past four months AT +T has called our office trying to upgrade us to U-Verse.(We can't even get U-verse in our area)  They call at least 10 times per day and refuse to take us off of the call list.  Where can I file a formal complaint? (With someone who speaks English?)

I definitely apologize about all the inconveniences. You can get removed off the list by following this link for the Do Not Call list.
