No, but your NVG 589 is displaying that you have two pair.  Each line is a pair.

If OP is in a single family home that has been converted to upper/lower with a single drop wire with with two pairs, and the other side is wanting to order Uverse is one possible reason, normally would run a separate drop wire for other side with separate NID, home run, and ground wire but if owner of property will not allow new holes to be drilled, have to use what is available (share resources give up bonded pair).

just one possible explanation. ...

Which sounds like OP question, can I have my bonded pair service without being bonded.

answer. ..not currently. Can return to 32 or 25 M profile with reduction in speed.
Until 17a and vectoring is released, then maybe, if allowed.

now if question is OP wants to reduce his HSIA package will bonding be removed....
probably not, already set for future upgrade tiers, just leave as is unless port is needed to provide service to someone else...had this happen customer on inid at 2800 feet bonded wkth iptv service and 18 internet. Customer canceled iptv, was dispatched to remove inid and install 3801 on 25M profile for internet only.

if OP is FTTP, no discussion as fiber is not bonded.

What I meant was, sometimes only line 2 is up but not line 1. Could I run U-Verse off of line 2 when line 1 is down because I don't like having no tv and internet for a period of time

Are you saying that your U-verse service is down when line 1 is not working?

 

It should be attempting to serve you using only line 2: there would be issues because it can't carry the same amount of data that both lines can, but you should not be dead in the water.

 

Also, line 1 should not be going down anyway.  That should be fixed.

You need to contact AT&T either by calling AT&T Technical Support at 800-288-2020 or by PM by clicking this AT&T logoU-verse Customer Service link to send a Private Message (PM) to the AT&T customer service team to help you resolve your issues. You can expect a reply via return PM (the blue envelope envelopein the upper right hand corner of this site) in a business day or three.

The PM reaches a group of U-verse service specialists who are knowledgeable about U-verse and will stay with your problem until the end (instead of forgetting about it when the phone hits the cradle). Speed things up by including your Billing Account Number, and the best time and way to reach you.  The phone number reaches a bunch of people paid to answer the phone.
