Only 1.5 MBPS

Hey there,

This is my first time posting here but I've seen a couple of topics about the same as mine. When I originally signed up for my service I was told that I could get speeds of up to 24MBPS. I had the problem where I was stuck on the basic package and after talking to customer service I was upped to the express package and was told to try again next month to see if anything was available. Now it's been about 2 months and I'm still only getting speeds of only 1.5 Mbps which makes Netflix and the such useless. I was looking at getting 6 at least. Is there any way to find out if AT&T will ever expand in my area? Or if there's a term fee because Comcast has a lot faster connection in my area for about the same price as I'm paying right now..

The weird thing is all my neighbors have AT&T and have at least 24 Mbps, but I'm stuck with 1.5 Mbps with what looks like no hope of faster speeds ):
