Can not get service at my location

It's been 3 months since I have moved, and I still cannot get internet here.

The previous tennant had DSL.

 

Everytime I call it, it's a different story:

First they said it was "capped" 

>escalation

Then they said there wasn't enough ports

Called in again, and this time they said they won't add us to the network, since they don't want to slow down others on the DSL

Called in again and they said that our "port" was given away, even though we called to get it uncapped

>escalation

 

Called in again, actually got someone who knew what they were talking about, and he said that someone on our road had U-verse, and not just DSL.

I pulled up google maps and he looked on his maps and pointed out where it was, less than 200 yards from my house.

Walked on over to where he said to look, and sure enough, a drop cable (checked the numbers on the cable to confirm it was a drop cable, specifically for U-verse)

He said we were too far from there, and that he could send a report to the builders saying that we request U-verse. This was a month ago.

 

What can I do to get U-verse, or even DSL for that matter?

 

Just started college and I really need internet. I'm currently tethering to my phone now for the meantime.
