I have up to 24mbps and it never fails that after 4pm i have over 120 ping and 2-5mbps. This has persisted for a whole month. No one else in the house is using the internet at the time of occurence. Tech support says nothing is wrong. Thinking about dropping ATT out of sheer frustration. I have heard of bottlenecking but this is rediculous.

Just because TINET is headquartered in New York doesn't mean that router is.
The hop before and the hop after are both in Chicago, and none of those three is an AT&T router. If we were to go with your assumption that the hop is in New York, then TINET's Chicago office bounced it there, only to have the "New York" router bounce it back to nllayer in Chicago.
That high ping does indicate to me that packets aren't coming back by the same route they're going there, but again, this is something outside of the AT&T network.

Equipment and lines are fine. Seems there is an issue with the colocrossing server via tinet. However I had a friend tracert this server with TWC and he had no issues.

TWC may (probably does) use a different route due to different peering arrangements. You could post his traceroutes as well for comparison.
Unfortunately, this sort of issue is extremely hard to get resolved due to the myriad number of hands in the pie. It looks like the issue is with TINET, but they're not directly engaged by you, so you cannot open a service ticket with them.
I'm not terrifically hopeful that this will do a lot of good, but you can try clicking this U-verse Customer Service link to send a Private Message (PM) to the AT&T customer service team to help you resolve your issue. You can expect a reply via return PM (the blue envelope in the upper right hand corner of this site) in a business day or three.
This is a group of U-verse service specialists who are knowledgeable about U-verse and will stay with your problem until the end (instead of forgetting about it when the phone hits the cradle). Speed things up by including your Billing Account Number, and the best time and way to reach you.
The "end" in this case may be "this is outside of our control," but there's not a lot else you can do, except that I'd suggest you also get ColoCrossing to work it from their end.

ATT just has terrible routing..nothing can be done. I will be switching providers.

Welcome to the club. Only mine is not only slow at 4pm, it is also slow at 5am and 11 pm, and every other time. I don't have the TV so it cannot be blamed on that. Fact is the service sucks.
