45 mbps is not close to expected download speed


45 mbps is not close to expected download speed

I upgraded from the 24/3 Uverse to the 45/6 in early Dec. 2013.  After multiple techs visits and phone calls, still logging slow speeds (approx. 22mbps down, but the upload speed is the only improved feature so far, approx. 5.3mbps).  All test have been with Ethernet cable direct to RG.  Nothing else on (TV, other computers, etc).  I have brought up the fact that the aggregate download speed is not the total of both lines coming in, but still don't have an answer or solution.  I am pretty close to the ATT box that supplies the service and have always got the total advertised speed, until now.  It looks like something is not allowing the two lines to add together to deliever the 45mbps:
