I've not downloaded HD movies from the Internet but I have been watching a movie from the Internet on my PC at the same time that my wife was watching a different HD program on our living room TV.  We did not notice any problem.

Have you had a probem?

No, it will not effect TV.  The data transfers are prioritized with QoS in the RG according to this scale...

1. uVerse Voice (the highest priority since voice needs to be near-real time)

2. uVerse TV (again, high priority since the data for TV needs to be near-real time and have a dedicated amount of bandwidth on the line)

3. Internet (this is given low priority and takes up whatever is left on the line)

VOIP reserves approximately 100 kbps (0.1 Mbps) when in use.

TV reserves 2.0 Mbps for each SD stream, 5.7 Mbps for each HD stream.
