Legal department Utility Easement Release contact

I am in San Antonio Texas and need a Utility Permit Easement letter and tried calling 1- 800-894-0374 and left a message a few days ago with no response.  Who do I contact to get a Utility Permit Easement letter as I put in a concrete area about 3 feet from the ATT utility pole number 9836 on Overlook Acres road.  I did not know I needed such a leter but need one for a Homeowners Assoication.
