Unlock Samsung galaxy express prime

I have a Samsung galaxy express prime and I have gone through the steps to get the unlock code. When doing the instructions to unlock nothing happens and it will not work. I put in the other carriers SIM card and it keeps saying no SIM card found. What am I doing wrong and how can I get my phone unlocked?

I have gone through the steps and also have tried to call in and still do
not have any luck. No matter what I do I can't get it unlocked. When I put
in the other SIM card it keeps saying no SIM card found and there is
nowhere to put in the codes. I've tried putting it in as a call and it says
emergency calls only.

We're sorry to hear that you are still having difficulties unlocking your device.

 

You can access our  AT&T Device Unlock Instructions Portal  that will show you how to use the unlock code that was provided to you for your Samsung device.

 

Please know that if you have entered 5 unsuccessful unlock attempts, the device will permanently be locked to the AT&T network.
