No unlock code prompt on Galaxy S9+

I bought a refurbished S9+ on Amazon that was supposed to be unlocked. It wasn't, but AT&T approved my unlock request. But I can't get the prompt to put my unlock code in to show. I've tried all the codes to enter into the dialer, nothing is working. Neither AT&T or Samsung customer support has been able to solve the problem, though Samsung said I could have my firmware flashed if I went to a service center which is an hour away, and that feels like it'd be a wild goose chase anyway. Please help.

Thanks for your post. We can help with your unlock request.

You will need an active SIM-card to unlock your device. Do you have an active SIM-card for your preferred carrier? Review the email we sent with your unlock code for instructions to finish unlocking the device. Have a great week!
