Unlock Device-AT&T says IMEI not theirs

I have recently received a replacement device, which when powers on says AT&T. Phone is out of contract, has no installments. On the unlock page it says "The IMEI you entered does not appear to be an AT&T wireless phone or tablet. Please re-enter the correct 15-digit IMEI number for your AT&T wireless phone or tablet. You can obtain the IMEI number from the wireless phone by dialing *#06#." I need to use this phone overseas. Help

I know this is an old thread, but I'm currently having this same issue.  I have an AT&T iPhone X that I'm trying to unlock, but when I enter the IMEI it tells me, "Looks like the IMEI number you entered doesn’t match an AT&T device." 

Can someone please help me?

Couldn't edit my post, but wanted to update: I called AT&T customer service this morning and a very nice lady was able to unlock my phone for me.  Took less than five minutes and I'm now using my new phone.  : D
