the APN solution is not a solution at all.
the reason why u get the emergency calls is cause the phone is looking for the APN config each time it searches for a network.
and get "confused"

the code i gave is going directly into the phone hard coded configuration, not necessarily the "rom configuration" and disable LTE altogether permanently.
thats why it works.
its like unlocking your phone for any SIM (which can be done for free, if they will allow me to post instructions i will, but something tell me they will not).

but, as you said. both are NOT a solution.
we are being charged for LTE usage, while in fact if we are on LTE it result in a 700$ paperweight.....

JB 4.2 is out for a really long time now, but we all need for ATT to add their bloatware to the ROM before they release it...
that same bloatware that actually broke the LTE on the phone....

Just wanted to add Atlanta market to the list.  My wife and I got Samsung Galaxy Express phones back in mid January and have since had constant issues with missing calls and excessively late texts.  At times, we can call the other's phone and it won't get the call.  We can wait five minutes and the call will go through...wait five more and nothing again.  And showing 3+ steady bars the whole time on both phones (and steady LTE).

We've both tried the APN workaround, but it's buggy at best.  As several people have already noted, more calls come through, but we're frequently losing data connection.  This is not a solution (but thank you to the people who posted it - At least we're consistently getting calls now).

I've contacted ATT customer service and stopped by a store and neither have been helpful.  Sim card was replaced in both phones w/ no change.  A network ticket was supposedly opened a few weeks ago, but I still haven't heard anything.

Atlanta seems to be pretty well covered by ATT, but we've run into this issue all over north Atlanta.  If we were in the boonies, I would expect something like this, but we're in a metro area w/ good coverage.

ATT - you need to fix this!  I definitely want a refund for the lack of LTE, but more importantly, I want a functional phone!  I bought the phones to make/get calls, emails, texts, AND use LTE data and I'm not able to!  We're paying too much money to get shoddy service.  I've been a customer for 6+ years and my wife even longer.   But if this doesn't get fixed soon, I'm going back to Verizon.

Pretty sure this is happening to me too. Me and my wife both have Galaxy S3s and just yesterday I sent her a few text... no reply.. called... no answer. I waited around for 20 minutes wondering what was going on, since I knew she was at home, and she was expecting me to contact her. I finally opened VNC on my phone, connected to my home computer, and sent her an instant message from my home computer, to which she immediately replied, saying she had no texts or missed calls. Hours later, all of the texts came through to her phone all at once, but no notification of the missed calls.

So the people are starting to realize the officials are acting a little shady, eh?

Anyway, something DOES need to be done... If I knew how to code, or how to compile a rom/radio, I'd be all over this. Its become an aggrivation. I've basically had to turn off my data service, which was the only reliable way to make sure that I receive all the calls that I need to receive.

I agree with the others, we need to hear an exact timeline from AT&T, with a verifiable name attached to it. Sorry, but Jamileh and Taylarie we need someone above you to respond here.

I requested oh so many tines for this to be escalated.
I am confident 200% we will be hushed until jelly bean 4.2 will be officially released by att.
Just FYI, 4.2.1 had been out for some time now. but att is notorious in being super slow.
In customer service, repair or push updates....
I highly doubt we will hear back with an official response and I highly doubt we will get a resolution before4.2 will be out.

I live in the Detroit area, and have had 4 Samsung phones in a year's time with this exact same problem. The start was pre LTE rollout in Detroit, with a Captivate Glide running ICS. I then had an S2 Skyrocket with ICS that worked until the LTE rollout in September, then went back to the same issues. AT&T replaced it with a refurbished Skyrocket that had the issue right out of the box. I was then given my S3 in January, running ICS, and it also had the issues right out of the box. I took it in to the service center, where JB was installed. Missed a call from the wife on the way home from the service center. So, I do not hold out much hope that JB 4.2 will solve this. We can hope tho!

I would like to thank m.a.s.e. for the code workaround. For the first time in a year I have a reliable working phone, if not LTE. You have done more for me here than AT&T has in a year.

In the meanwhile you can bandaid this issue by temporarily disable lte until a fix is found.

Here is how:
1) With phone on, take off back cover and press your SIM card so it releases from the spring. It won't come all the way out as it's blocked by the battery. This seems fine - I didn't bother trying to force it out as I didn't want to break anything...
2) Once you see the message that the SIM card is removed, go to the dialer and dial *#2263#
3) You should see a menu with band selections. The current setting is "Automatic". If you switch to "GSM All", you will be EDGE (2G). If you switch to "WCDMA All", you will be on HSPA+ (3G, though AT&T and others call it 4G).
4) Press the SIM card back into place until it clicks. For whatever reason the phone will not recognize it until you reboot. Upon reboot you should see your new setting in effect

Does this issue only affect JB 4.1.1, or ICS 4.0 too? I didn't notice it until recently, but only my phone has been updated to JB 4.1.1. My wife's is still on the stock ICS 4.0. Also, LTE was only recently (Jan 1, 2013 I think) turned on in Grand Rapids, MI...

Hmm... So does it affect both sending and receiving of text messages? Or should it only be in one direction?

The main symptom is your phone will not ring while on LTE.
you will see the icon changes from lte to 4g but the phone it self will not ring.
Lte is data only network and the network and phone can't make the proper change between data and Mobile to make the phone actually rung,
Hope that helps

Huh. I'm (at times) not receiving any calls, but I was also not having my texts go thru either. I'm kinda on the edge of town, so I'm not really sure if I'm on LTE or HSPA+... it bounces between them on its own already, and I don't really pay attention since I'm always on wifi anyway.

It is now March. Let's see if there will be a fix this month as someone has been told by an AT&T rep.

I just question why AT&T and some people on here expect that any update to JB will fix the issue.  It has been stated many times that Iphones, any LTE phone, in fact, is having the LTE issue of switching from LTE to voice on the AT&T network.  I see what is going to happen.  AT&T is going to try to buy themselves time by throwing the JB update to us, saying the problem is fixed, to buy them some more time.  Sigh, 11 more months to go before I'm free of AT&T.

Well it's not like we need LTE for anything. What good is it for really? Reaching my monthly bandwidth cap in all of 6 entire minutes? Don't even give me crap about people who are grandfathered into unlimited plans... AT&T should stop doing that as soon as people's contract expired. As long as the solution m.a.s.e. posted above really works, then I really don't care about any other fix or JB 4.2 update. I'm pretty sure my Galaxy S3 worked just fine in 2012, before LTE was turned on here, so forcing the phone back to HSPA+ really just makes my phone work exactly the same as it did when I bought it anyway.

ark42.

agree with you, but if i am paying for an LTE service and purchased a phone at full price that support LTE, i want to use LTE.

i advance my self with technology, not go backwards....

the code works fine on my phone as well, but thats not a solution.

my contract ends in may....

cant wait...

Guys,

If the APN fix is not working, just disable the mobile data when you are connected with your wi-fi. This is work. Enable your mobile data when not on wi-fi. That's an other option.

The fix I quoted from m.a.s.e (on this page just up a little bit) seems to work. The APN thing doesn't help at all.

Passing this on... Received a call from ATT customer care this afternoon telling me that ATT has officially fixed this issue in my area.  I asked if it was fixed nationwide or just in and around STL and she could not tell me for sure, only that the "national ticket" for this problem was considered resolved.  She will call me back in a few days to ask me if its working.  I haven't tested it yet on my wife's phone.

Had a chance to play with her phone.  Interestingly, she told me her 4G LTE indicator disappeared a few days ago.  (We left her phone attached to the 4G LTE network, and not the wap apn due to issues mentioned here with it.).  I did a restart on her phone and the LTE appeared.  ATT had told me a restart wasn't necessary but I'm assuming the reason for her phone jumping down to 4g was their network "fix".  Anyways, after making a few calls to her phone I can report that it seems to be working normally.  Where calls to her phone from my phone would ring her phone after 5 or 6 rings (when it actually worked) it rings immediately.  I tried it 5 times and all immediately went through.  I've never been able that do that before.  I don't want to say its fully working just yet, ill give it the weekend... But it looks promising.

I hope it continues to work for you. So many times the network fooled me. I would get a "fix" from AT&T and one time the phone went almost 4 days without an issue only to fail three times the following day. If you have no issues after a week, It would appear to be a fix in your area. Hopefully they can apply this new fix to all affected areas, especially mine! Smiley Wink

This happens on my HTC one x as well and many others. I've did a factory reset, new sim cards, cleared partition cache, and called to be taken off network and added back,.which helps for a few days. This is also in a different market. I'll prob get flagged to post in the HTC forum, but I feel it should be known its with more than just one phone since they don't really want to or have a fix.

Babygrl2012... thank you. I was told by an att rep in a brick and mortar tech center that this issue was happening with any android phone running on LTE and that was 1 1/2 months ago. No hemming and hawing with her. As soon as I told her the issue she told me the issue would go away with an update to JB 4.2. So thay is more info we have received up to date until the post yesterday about a fix in the St. Louis market.

I did a factory reset this morning for another issue and seems to be working better but based on other posts I dont plan on the success lasting long.

Hello everyone. just want to say that i am also in the detroit area, and i have been having this 4g lte problem also and been using the 3g fix for over a month, with no problems, but like everyone feels we are not getting what we pay for. Just last light i toggled bak to 4g and may have missed calls, but for sure i got my texts really late. Makes you wonder if the people who works for at&t are using 4g lte on there phones, if so i know they are having the same problems we are and just being hush about it. And if not what the world are they using?

I'm sure the AT&T folks are required to use a phone which reliably receives phone calls and text messages Smiley LOL
