GigaPower w/a static IP bank

I know this topic is out there but I'm finding the answers a bit ambiguous.  I have a Uverse 450 connection currently.  I would like to have a static IP bank installed at the same time as I upgrade to GigaPower.  Is this possible.  As background GigaPower is available where I live.
