My apologies that you are unable to receive text messages! That sounds very frustrating, and I will be happy to help get that resolved for you!
Is it possible that you do not have any storage space available? This is the first thing that I would check. Instructions can be found in our Device Support Center! After selecting your make and model, choose Tutorials > System & Storage > Available Memory.
Also, check out our AT&T Troubleshoot & Resolve tool! There will be an option for Messaging under Select a Service-Related Issue.
