Change Prepaid Plan and Add to Balance

On-line do I change the plan first OR do I add the card to the balance first?  Works either way.   Addthe card and select plan, or Select the plan first, and you can add the card.  

Also, is there an additional change for not refilling before the $35 plan expired?
