Can the 25¢ per minute plan be used for smart phones? And do I have to prepay a certain amount? (Silly question, being that it is a prepaid service). But if so, how much do I have prepay?

Yes, you can use the 25 cent/min plan on a smart phone. Just note data is not available for smartphones on the 25cent/min plan. The amount you have to put on are $10 up to $25, good for 30 days, $25 up to $100 which is good for 90 days or $100 or more which is good for a year. If you have a balance and add refills prior to expiration, the amount will roll over.
