Bought an unlocked phone "its verizon" i have att and now i cant send pic messages...trouble shooted

AT&T changed the apn twice and the phone can now receive pic messages but can not send them..someone please help I need to send the phone to my fiance in fl...i have a ticket with tech support but they have yet to call back
