Why is a new number needed for an upgrade?

My Samsung Galaxy S4 is having battery issues for a while so I called ATT yesterday about an upgrade & the rep said they have a Galaxy S9 for $10/mth for 30 mths. Great! I said I would like that. She said in order to get this promotion I would have to get a new number for a new line. I said What & why?? I said I just want to upgrade my fon! She said I can keep my number with my S4 but would need a new # for the S9.  This makes no sense to me. After 1 hr on the fon with her & me needing a new fon, as it dies at various % of use, I stupidly agreed but now it makes no sense & will be hard to remember every company who has my present # which I've had for a very long time. I've been with ATT since before Cingular! The fon hasn't shipped yet as I just checked, but something is very wrong with this! I'm thinking of calling Cust Serv later but don't want to run the risk of it shipping. What should I do? Is something wrong with this scenario?? Just seems ridiculous!  Help!  Thx!

You need a new line to get the promotion. If you want to just upgrade and pay full price for the S9, you can. It makes no sense to open a new line you aren’t going to use. You need to cancel that order, if possible.

Thx for ur reply. I really don't want to pay full price for a fon. I can't
afford it. The rep said I could use the new fon & new number instead of my
present number & present old fon. I need a new fon, or else I would just
keep using mine, but want to keep my old number. I've kept my # throughout
the last 3 fons, only upgrading when I needed to when the fon no longer was
working well. I don't have provider options where I live to see if other
companies could port my old # over. I'm also the main person in a family
plan. I've had my S4 since it was brand new & have had my # since way, way
back. I realized last night how hard it will be to notify every place that
has my present old #. No wonder so many dogs who have microchips never are
reunited with their owner! Last night I remembered that the microchip
company would have to be notified of the new # if I decide to not cancel.
It happened to pop into my head. Now it makes sense, as I share lost &
found dogs online & so many times the fon numbers will say no longer in
service & a deadend is reached. People forget to notify the chip company &
now I see why, contrary to notifying a friend or a doctor or insurance
company. Any other ideas instead of canceling asap? Thx.

No.  At&t deals are published online and not open to interpretation.  

You can buy a cheaper phone.

 It means that AT&T spells out the terms of the deal very specifically. No changes can be made or you don’t get the deal. That includes paying upgrade an activation fees if they’re part of the deal. Adding new lines if it’s part of the deal. Being on an unlimited plan if that’s part of the deal. 

You cannot change anything.  

 This is why we strongly encourage people to read the deals and follow them to the letter.

Thx for explaining what u meant. There was nothing for me to read because I
was on the fon with a customer service rep. She was telling me what fons I
could choose for an upgrade but didn't say anything about needing to have a
new number until the end, or near the end of the conversation. She
explained about the fon, memory, camera, etc etc, in detail, all the specs
for the S9. Had she said at the beginning that I would have to get another
line with a new number, I would have thought very hard about that. I have
since contacted customer service again & was told I can cancel my order,
but being it says "in process", I was told I had to wait until I get a text
and/or email stating when it will be shipped, in order to click on that I
want to cancel it. I don't see why that option wouldn't be there when it
shows "In process". So I am keeping a constant watch for a text and/or
email. They really should have a cancel section on the In process page.
Such a pain. Thx again for ur explanation & yes, had I read about it
online, when checking for a fon, I would have read everything about their
too good to be true $10/mth price, but I wasn't looking online.

Hello! Ur very welcome. I have the members to thank for their answers. I
also thought it was a good question. What is interesting to me is that if I
wanted the $10 a month for 30 months price, I would have to get a new #.
However, if I paid the $20/mth for 30 mths, which is the non-promo price of
the S9, then I could keep my old #. I decided to cancel the purchase &
will keep my old, longtime #. I felt it was wrong & now they lost a sale.
I will just keep buying more $5 batteries for my S4 or get a really good
portable charger, to take on my hikes. At home I have the wall charger & in
my car, a car charger. I also had to wait till I received a text saying my
order was getting ready to be shipped! I could not cancel it while it said
it was in process. I thank everyone who replied for their help!

Your other choice is to get the new number and phone.

Port your number out to Google Voice ($20? one time fee) and forward it to your new number, then anyone who calls the old number will automagically get forwarded to the new number.

Yes, could get new fon & new #, but chose not to due to the fon # issue.
However will check into that Google Voice porting u mentioned. Had read a
little about it before but had read it hadn't worked for someone. Will have
to go back & read more about it. Thx!
