Retail stores do not do warranty. A device support center does though but they're only in the larger metropolitan areas...

Otherwise you can do it through the mail.
Warranty exchanges on bootloop should be painless and no problem. Just as long as there is no physical damage or liquid damage AT&T will swap it out.
