I can definitely understand wanting to unlock the network plug-in card. Being able to move your devices between networks, especially when traveling, is such an amazing benefit. I would be more than happy to research this with you!
Based on my information; this is showing as a USB plug-in aircard device which includes a SIM, and would assist in connecting a laptop to the mobile data. I love these devices as you get amazing connection, anywhere you need to go.
From what I am seeing for the unlock possibilities, we do not actually have the unlock parameters for this device. In most cases, this is because of manufacturer programming, or because the device is specifically designed to operate on AT&T’s network.
I do apologize for the inconvenience of not having a better answer. There is a chance Sierra Wireless may have other instructions for the device unlock; it might be worth reaching out to them to inquire. I am showing the best contact information is via their website.
