If I am porting my number to a new device but waiting for the device to arrive is the old device suspended or does it continue to work till the new device has arrived and fully in working mode?

The new device is not activated until it arrives. Until then your current phone will work.

@Jenn45   The OP was using a wrong term.  When you buy a new phone with the same carrier, your number is not ported or transferred.   It's only an upgraded phone.  

If you bought a new phone, or are brining your own phone to ATT, you can get service by contacting ATT directly.  This is NOT ATT.   

If you have a problem activating after you get service and a phone then that is the question you need to ask.
