internet and text messaging not working

I recently got a Razr V3 after my Razr V3xx was stolen.

 

On the Razr V3, the Internet and text messaging don't work!

 

For the the Internet browser, I receive a "Network Not Available" message.

When I try to send text messages, their status is "sent", but they never arrive to their recipients!

 

Does anyone know what is wrong?

 

When my phone was stolen, I deactivated it and had my number reactivated and put on a new card, which is in my current phone. Could this be part of the reason?

I would appreciate the help!

Make sure the proper provisioning is in place on your newly activated account via Customer Care.  This will solve your problems!

can you explain further please? 

what do you mean by "proper provisioning"?

That means that your account may have text messaging and/or medianet missing or unattached.  Call customer care and ask them if these are on your account.

i actually went into the at&t store and got this fixed..

but same thing!
