It's a junk phone. ATT advertised wifi calling then they decided at last minute to nix it. Just stupid. So that's why I'm moving my $500 a month services to another carrier. Fed up with their ignorant choices. You ruined a useful phone and made it not useful.

I am interested in learning more about the Sonim XP8. If I were to buy this new from AT&T at full price, would it be carrier subsidy locked to AT&T or does it come unlocked? Also, I would like to use it on Verizon until FirstNet coverage improves where I live. Would it work on Verizon?

NO it wont work on verizon it has no CDMA radios according to ATT's spec page....  And yes its locked to ATT unless you pay full retail at time of purchase and don't do next installments.

because ATT does not sell dual sim slotted android phones.  The only dual sim ATT has is the iPhone xs xs max and xr and they use esim for the 2nd sim.
