Hotspot weak

I'm trying to help my mom, who uses the ATT ZTE personal hotspot for her wifi. Recently, it shows a red light, and the signal is very weak, around 1-2 bars. When she tries to operate her pc, for email and connectivity in general, it does weird things - moves her typing to other places within an email, won't connect to google, and give the "something's wrong" message on her screen.

I took her laptop to my office and it operated fine on the wifi signal there.

Her range on the hotspot is set to "long," yet it's hard to get a good signal. I took the hotspot to my office, where the signal is still weak. It seems she's been using this hotspot for just over a year without these issues, and we're curious why the red light stays on. To me, red means trouble, am I correct? Thank you.
