Welcome to the Community Forums! Not being able to make in-game purchases is concerning. I often bill mobile purchases to my account and understand the importance of getting this to work. I am more than happy to help!
The AT&T Purchase Blocker may be enabled on your account. To remove a feature like Purchase Blocker please take a look at this page. Here is how to change wireless features:
Under My current features, select See feature for the feature you’d like to manage.
Select the feature you’d like to change to OR select Remove.
Follow the prompts to complete your change.
Repeat steps to change or remove features for another device.
If you have an Android phone, the problem may need to be resolved by Google. Here is a great article with information in the Direct carrier billing section. For additional assistance click Get Help in the top right corner.
For iPhones, here is the link for solving problems of your payment method being declined, or you have a billing issue with a previous purchase in the iTunes Store.
