WiFi Calling Abroad
If I suspended my phone service while I’m living abroad, would I still be able to utilize WiFi calling? Or would I need to make my calls (while connected to WiFi) through apps such as Skype, WhatsApp, etc...?

No. You need active service to use ATT WiFi calling. Without active service, you will have to use Skype, etc.
