My answer will be " B " unlimited plan.
I am on $65 prepaid unlimited plan that allow you to use data up to 22GB LTE and unlimited phone calls & text in USA,Canada and Mexico for 30 days.

@adidaskid808 is correct! With AT&T Unlimited Plus Enhanced and AT&t Unlimited Choice Enhanced plans, users can call and text between the US, Canada and Mexico and access their plan when traveling to Mexico or Canada with no roaming charges!

If I have my phone on overseas for emergencies but let it go to VM, will there still be a charge?

2 years ago, I did a fairly long European trip, and used the then available Passport program.  While it was very straightforward - everything basically continued to work the same as if I were home - it was (I thought) pretty expensive - particularly for data, as calls (other than FaceTime) weren't a priority.  Several of the people I was traveling with recommended getting local SIMs (which I couldn't do on that trip even if I wanted, as I hadn't had my phone unlocked) as a (much) cheaper solution.  Were I to do that, what functionality on my phone - relative to my normal service (or Passport) - would I lose, and what operational differences would I see?

Hi, @WeAll-verse

Great question! If the call is sent to V/M and you are registered on international network when the call comes in there will be a charge for international roaming as an incoming call.

I want to make sure I understand your question. Are you asking what would have if you had your device unlocked then used a sim card from a local carrier while traveling?

As a rule,ON ANY CELL PHONE NETWORK around the world,if you turn on your phone during roaming ,unanswered and let it go to VM.
You will be charged for the phone ring (Min. 1 minute charge) ,some networks will also charge you the message left on the VM.

I better let someone give you more information about this AT&T passport plan.

You will get charged the local rate when using local sim cards.
For example If you are in UK .For most networks 
For GBP 15 (About US$20) you will get 5GB of data at LTE speed,1,000 local call minutes ,unlimited local text. for 30 days.
This allowance also works in EU countries like Italy,Germany ,France etc.
