Can I get a refund of an AT&T Prepaid Phone Card?

I bought a AT&T phone + prepaid phone card. The phone did not work (after visiting an AT&T Store + Best Buy where I bought the phone to try to fix).  I returned the phone for a refund at Best Buy but they could not refund the $25 prepaid phone card, which is, of course, useless.  Can I get a refund of my $25?
