Water pipe damage by AT&T

AT&T crew/contractor has damaged my water line on my property in Norcross, GA and we realized it only when the water bills were more then double. Who do we contact in AT&T for the repair and compensation to the water bills. The water department of Gwinnett county would not reduce the bill completely.
