How to block porn and other harmful websites?
I was on the phone with technical support to change my DNS servers on my UVerse modem/router and they said it couldn't be done. Does AT&T make UVerse modems that this can be accomplished? I want all internet traffic in my house to be filtered, not individual devices.

The AT&T RG needs to point to the AT&T DNS servers so that it can handle IPTV, VOIP and network management duties properly. It provides its own DNS address to DHCP clients and provides forwarding services for clients.
You can manually configure your clients for the DNS servers of your choice, or if you wish to provide a different DNS resolution for your clients, then you'd have to install your own router behind the RG and program it to use a different DNS resolver.

You can try Parental Control software.

I haven't found any settings on the modem to filter these websites.

There's plenty of parental control software out there. I want this to apply to any device connecting my router (LAN or wireless). This is commonly done by changing the DNS servers to something like OpenDNS. But this option is not available on my router. Why not?

note: dns based solutions are easy to bypass for a user who can change his PC's dns settings. we've been using work examiner (link here) for a while and liked another way of web surfing control it offers.

You can disable changing the DNS servers on Windows machines using Group Policy.
Another method is to filter outbound DNS at the router/firewall and prohibit outbound UDP to port 53 except for the DNS servers you want people to use.
Or set up a local DNS server and prohibit outbound DNS requests at the router/firewall from any machine except the local DNS server.

User Configuration -> Policies -> Administrative Templates -> Network -> Network Connections -> Prohibit access to properties of a LAN connection -> Enabled.
You can also use: User Configuration -> Policies -> Administrative Templates -> Network -> Network Connections -> Prohibit TCP/IP advanced configuration -> Enabled.
These settings do not work if the user has local Admin rights on the workstation.

I think you may try some parental control software like Mobile Spy. http://goo.gl/3mbdyx This software can block app to restrict the access to certain application in iPhone/Android. It may solve your problem indirectly. Maybe this can help you out.

opendns is the only way. If ATT doesn't allow OPENDNS, then I will switch to a service which cares about families.
