Wrong forum. You want the appropriate TV forum. The reason for not seeing local channels will depend on what programming and/or equipment you have.

I can only get the local Fox channel in my viewing area. Read an article  that local network affiliates (ABC, CBS, NBC) have to approve viewing of their stations with the Directv app. 

This has to be between ATT/Directv and the local affiliates. 

Whether that is true or not, I don't know but you must also have the right equipment to view your local channels on the app. I can not view my locals but I do not have a genie. Customers in my area with a genie can view their local channels on the app.

I have the HR34. May have to upgrade to at least the HR44. This could be the problem, or agreements not reached for my area of Tampa, FL.
