Unlock Request - new device is no longer actively supported

I requested an unlock code for my LG G5 and was told, “This device is no longer actively supported”

The phone is brand new and has not been activated. 

This is strange because at&t still sells this phone, therefore they should still have these unlock codes available.

The IMEI is not in ATT system because it isn't activated.  Usually the reply is "not a consumer device"
