Hello @Elganb,
Thank you for reaching out about using Stream Saver with your Smart TV!
Using your phone as a hotspot to connect with your smart TV will result in your data being used by the TV. This will not be using the Stream Saver option as it would be a data connection to the phone instead of a streaming connection.
With most smart TV’s you can cast your phone’s screen to it, and use one of your preferred streaming services from your phone to use Stream Saver. The quality will be around 480p.
I hope this information was helpful!

Someone should clarify this.
On this StreamSaver info page, it infers that tethered data would also be regulated, by the mechanism (which makes sense, if you think about algorithms involved, unless it's encrypted data or something).
If you're using a VPN, then all bets are off, it's very unlikely that it will work (since all the tunnel data is essentially encrypted).
@ElganbI tried this, using my tablet, and got defaulted to 480p, although it was a quick/simple check (one short video clip, one site), nothing extensive, by any means.
*If this (or another post in this thread) fixes your problem/issue, please mark it as "accept-solution", and I'll tag it, to make it easier for others to find the answer(s). FYI: I'm an AT&T end-user, just like most of us in the forum. Thanks.
