I have an iPhone 8plus that I bought out right, prepaid. I have the 65$ monthly plan which I believe to be the highest one, what do I have to do for a personal hotspot?

You would need to switch to the $45 prepaid plan to use hotspot. As noted above, the $65 plan does not allow hotspot.

You cannot use hotspot on that plan
The only unlimited plan with hotspot is postpaid unlimited Plus. The hotspot is blocked on all other unlimited plans (including prepaid unlimited).
