IOS 9 Wifi Calling & International Calls
Is it going to be free to make international calls using the Wifi Calling feature in the next IOS, or I will be charged with ATT international tariffs as before?

If you are making wifi calls, there wouldn't be any charge. To be sure, put your phone in airplane mode, then turn wifi back on. You would be able to make FaceTime calls now. If ATT wifi calling come through soon, you would be able to make wifi calls to any device.

Now as lizdance said face time only uses data so I would use that.
